The Permanent Court of Arbitration is an intergovernmental organization headquartered at the Peace Palace in The Hague, established through the 1899 Hague Peace Conference and providing administrative support for arbitration and other dispute-resolution proceedings among states, state entities, international organizations and private parties. It is not a standing court of judges in the ordinary sense but a framework and secretariat that empanels ad hoc tribunals for each case, and it has grown from handling mostly inter-state disputes to administering over two hundred proceedings.
