Peruvian law belongs to the Roman-Germanic tradition, giving primary weight to written statutes known as leyes over judicial precedent. Peru operates under the Constitution of December 31, 1993, with Congress enacting laws and decrees published in the official gazette El Peruano. Its core codes now in force are the Civil Code of 1984, the Penal Code of 1991, and the Code of Criminal Procedure of 2004, applied through a judicial hierarchy running from the Supreme Court down through Superior Courts, Courts of First Instance, and Courts of Peace.
