China operates a civil law system led by the Chinese Communist Party. Its roots reach back to the Qing dynasty's Great Qing Code and other historical Chinese legal traditions, but the modern system reflects continental European civil law, particularly the German civil law tradition as it took hold in China during the nineteenth and early twentieth centuries. Hong Kong and Macau, the country's two special administrative regions, must observe the national constitution and the power of the National People's Congress, but largely keep the separate legal systems they inherited from the colonial era.
