Albania has a civil law system shaped by the Napoleonic Code and the German Civil Code by way of the Swiss Civil Code. The 1998 Constitution, adopted by referendum, is the state's supreme law, with legislation enacted by the unicameral Kuvendi and carried out by the Albanian government. The judiciary runs district and appeals courts in each judicial district alongside national courts including the Supreme Court and Constitutional Court, and the Constitution explicitly bars extraordinary courts.
