The post-Soviet legal system of Kazakhstan rested for over three decades on the 1995 Constitution, which established a unitary semi-presidential republic with a bicameral parliament, the Senate and the Mazhilis, alongside a president as head of state and a separate prime minister leading the executive. Article 4 of that constitution set the hierarchy of law as the Constitution itself, laws corresponding to it, other regulatory legal acts, and international treaties, with ratified treaties generally taking precedence over ordinary domestic legislation. The 1995 Constitution remained the highest law of Kazakhstan for 31 years before being replaced on July 1, 2026.
