Marat Aldangaruly Sarsembaev was born on December 15, 1947 and is a Kazakh doctor of law and professor who has won a range of international awards for his work. He gained his doctorate in 1994 with a thesis on international law issues at the Institute of State and Law at the Russian Academy of Sciences in Moscow. He is a member of the Central Election Commission of the Republic of Kazakhstan, appointed to the position by presidential decree in 2007, and in 2012 he became a member of the UN Human Rights Committee.
