Issam al-Khalif is a Syrian jurist and academic, born around 1981 in the Ghab Plain of Hama Governorate, who has served as President of the Supreme Constitutional Court of Syria since July 2026. He earned his law degree from Damascus University in 2005, a master's degree in private law from the University of Aleppo in 2013, and a doctorate in law from Idlib University in 2023. He lectured at Idlib University from 2015 and served the Syrian Salvation Government as Secretary-General from 2018 and as chairman of its Central Committee for Laws from 2022 to 2024. President Ahmed al-Sharaa issued a decree appointing him to the Supreme Constitutional Court presidency on 7 July 2026, and al-Khalif and the court's members took the constitutional oath before al-Sharaa at the People's Palace in Damascus on 11 July 2026.
