Romanian law is a civil law system whose basic law is the Constitution, adopted in December 1991 and revised in October 2003. In the early 2010s Romania modernized its core legislation with four new codes, a Civil Code in 2011, a Civil Procedure Code in 2013, and a Penal Code and Penal Procedure Code both in 2014, replacing civil law provisions that dated to 1864, 1887 and 1953. The judiciary includes the Constitutional Court of Romania, which reviews the constitutionality of legislation, and the High Court of Cassation and Justice as the highest ordinary court. The wave of recodification reflects Romania post-1991 transition to democratic governance and its continued integration of a modern civil law framework.
