The Montreal Protocol on Substances that Deplete the Ozone Layer is an international agreement, adopted in 1987 under the United Nations Environment Programme, that regulates the production and consumption of chlorofluorocarbons and other man-made chemicals responsible for depleting the stratospheric ozone layer. It has been ratified by every member state of the United Nations and has been amended several times to accelerate phase-out schedules and to add newly controlled substances, including hydrofluorocarbons under the 2016 Kigali Amendment. The Protocol is widely regarded as one of the most successful international environmental agreements, credited with putting the ozone layer on a path toward recovery.
