Kuwait operates under a civil law legal system, with courts running from Summary Courts of first instance, including specialized Traffic and Administrative divisions, up through a Court of Appeals, a Cassation Court, and a Constitutional Court that interprets the constitution and hears disputes over constitutionality. The Emir appoints all judges, and many judicial officers are foreign nationals, particularly from Egypt, leaving the judiciary without independence from the government.
