Estonian law is grounded in the Constitution, the Pohiseadus, which vests supreme state power in the people. Citizens exercise that power by electing the Riigikogu, the parliament, and the Supreme Court, the Riigikohus, made up of seventeen justices, holds the highest judicial authority, its Chief Justice serving a nine year term after nomination by the President and confirmation by parliament. The President serves as head of state, assenting to legislation passed by the Riigikogu and holding an infrequently used power to return bills or propose new ones; if a two thirds vote of the Riigikogu cannot elect a President, an electoral college of the 101 members of parliament and local council representatives votes instead. Estonia legal system has also been notable for integrating its lawmaking closely with digital government infrastructure.
