Yong Pung How

Yong Pung How was the second Chief Justice of Singapore, serving from 1990 to 2006 after an earlier career in banking and finance that included posts at the Oversea-Chinese Banking Corporation and the Monetary Authority of Singapore. As Chief Justice he modernized Singapore's judiciary, introducing an electronic filing system, establishing night courts in the subordinate courts, and creating a justices' law clerk scheme to recruit top law graduates, reducing a backlog of roughly two thousand pending lawsuits to cases concluded within six months by the time he left office. He also ended the wearing of judicial wigs and the address of judges as My Lord. After retiring from the bench he served as chancellor of Singapore Management University, whose law school was later named in his honor.
