Valery Dmitrievich Zorkin, born 18 February 1943 in Konstantinovka, Primorsky Krai, is a Russian legal scholar and judge who has served as the fourth President of the Constitutional Court of Russia since being reelected on 21 February 2003. He earned his law degree from Moscow State University in 1964 and became recognized as an authority on constitutional law and the legal philosophy of Boris Chicherin, joining the newly created Constitutional Court as a judge after the August 1991 coup and serving as its first President from November 1991 until he resigned under political pressure in October 1993 during a constitutional crisis with President Boris Yeltsin.
