Rosalyn Higgins, born Rosalyn Cohen in 1937, is a distinguished international law scholar and judge who became the first woman elected to the International Court of Justice, serving from 1995 to 2009 and presiding over the court for a three-year term beginning in 2006. Her scholarly work focused on international law and human rights, for which she received honors including the Balzan Prize for International Law, and she held the title Dame Grand Cross of the Order of the British Empire and King Counsel.
