Pieter Hendrik Peter Kooijmans (1933-2013) was a Dutch politician, jurist and diplomat, born July 6, 1933, in Heemstede, Netherlands, and died February 13, 2013, in Wassenaar. He was a professor of public international law at the Vrije Universiteit Amsterdam and at Leiden University, and served in the Dutch government as State Secretary for Foreign Affairs from 1973 to 1977 and as Minister of Foreign Affairs from 1993 to 1994. He also worked as a United Nations special rapporteur on human rights and torture. From 1997 to 2006 he served as a judge of the International Court of Justice, succeeding Luigi Ferrari Bravo.
