Leonid Skotnikov, born March 26, 1951, is a Russian judge and diplomat who graduated from the Moscow State Institute of International Relations in 1974. He served as director of the legal department of the Russian Ministry of Foreign Affairs from 1991 to 1992, as Russia's ambassador to the Netherlands from 1992 to 1998, and as Russia's permanent representative to United Nations offices in Geneva from 2001 to 2005. He was a member of the International Court of Justice from February 6, 2006, to February 6, 2015, and has continued to sit as an ad hoc judge in cases before the court.
