Latif Huseynov is an Azerbaijani jurist born on 1 February 1964 in Aghdam, fluent in English, French, Russian, German and Ukrainian. He lectured at Baku State University Law School from 1990 to 1996 and served as its deputy dean from 1992 to 1995, chaired the Legal Policies and State Structuring Department of the Milli Majlis in 2001, and has been a member of the Council of Europe's Venice Commission since 2003. He served on the European Committee for the Prevention of Torture from 2004 to 2015, chairing it from 2011 to 2015, sat as an ad hoc judge at the European Court of Human Rights in 2005, and was appointed a full judge of that Court for Azerbaijan in 2017.
