Jose Maria Ruda, who lived from September 8, 1924, to July 7, 1994, was an Argentine jurist and diplomat who earned his law degree from the University of Buenos Aires in 1949 and a Master of Laws from New York University in 1955. He served as a member of the United Nations International Law Commission from 1964 to 1972 and as Argentina's Ambassador to the United Nations from 1966 to 1970; in 1964 he delivered the 8,000-word address to the UN Special Committee on Decolonization known as the Ruda Statement, setting out Argentina's claim to the Falkland Islands, for which he is best known. He was a judge of the International Court of Justice from 1973 to 1991, serving as the court's president from 1988 to 1991.
