Joan E. Donoghue, born 12 December 1956 in Yonkers, New York, is an American lawyer and international legal scholar who holds a law degree from the University of California, Berkeley. She held various legal positions at the United States State Department from 1989 to 2010, including Deputy Legal Adviser and Acting Legal Adviser, after earlier working in private practice at Covington and Burling and as General Counsel of Freddie Mac. She was elected to the International Court of Justice in 2010 and re-elected in 2014, and served as the Court's President from 2021 to 2024, becoming the third woman and first American woman elected to that position.
