Joan E. Donoghue is an American lawyer, international legal scholar and former United States State Department official who served as a judge of the International Court of Justice, first elected in 2010 and re-elected in 2014, and as the court president from 2021. She was the third woman elected to the ICJ and the first American woman elected as its president.
