Holger Woeckel is a German judge born in Karl-Marx-Stadt, now Chemnitz, in 1976 who has served as a justice of the Second Senate of the Federal Constitutional Court since December 2023. He studied law in Dresden and Freiburg and earned his doctorate from Albert Ludwig University Freiburg in 2013, winning the Werner von Simson Prize for his dissertation on flight procedures. He worked as a research assistant at Freiburg, a judge at Minden Administrative Court, a clerk at the Federal Administrative Court, a judge on North Rhine-Westphalia's Higher Administrative Court, a clerk at the Federal Constitutional Court, and a judge of the Federal Administrative Court, before his appointment to the constitutional court.
