Hector Gros Espiell lived from 1926 to 2009 and was a Uruguayan jurist, politician and diplomat born in Montevideo. He served as judge of the Inter American Court of Human Rights, as Minister of Foreign Affairs of Uruguay from 1990 to 1993 under President Luis Alberto Lacalle, as Ambassador of Uruguay to France in 2005, and as Special Representative of the United Nations Secretary General for Western Sahara. A lifelong member of the National Party of Uruguay, his work centered on international law with a focus on human rights, and late in his career he was involved in the Uruguay River pulp mill dispute heard at the International Court of Justice.
