Hans-Jürgen Papier is a German scholar of constitutional and administrative law who served as President of the Federal Constitutional Court of Germany from 10 April 2002 to 16 March 2010, after serving as Vice President of the same court from 1998 to 2002. Born on 6 July 1943 in Berlin, he held academic positions at Bielefeld University beginning in 1974 and at Ludwig Maximilian University of Munich beginning in 1992.
