Francisco Jose Urrutia Olano (1870 to 1950) was a Colombian diplomat and international jurist born in Popayan. He served as Colombia's Minister of Foreign Affairs from 1908 to 1909 and again from 1912 to 1914, and during his second term signed the Thomson-Urrutia Treaty restoring diplomatic relations between Colombia and the United States. He represented Colombia as a diplomat to Bolivia, Spain and Switzerland, served as Colombia's permanent representative to the League of Nations, and presided over the League's Executive Council in 1928. In 1931 he was elected a judge of the Permanent Court of International Justice at The Hague, a position he held until his resignation in 1942 at the start of the Second World War. He died in Bogota in 1950.
