Balthazar Ayala (1548 to 1584) was a jurist from the Habsburg Netherlands who specialized in the law of war. Trained at Leuven, he served as auditor general of the Army of Flanders from 1580 and later as master of requests in the Great Council of Mechelen. His 1582 treatise De jure et officiis bellicis et disciplina militari became a foundational text of early international law, republished in 1597 and later translated for the Carnegie Institution Classics of International Law series.
