The International Criminal Court is a permanent international tribunal established by the Rome Statute, adopted in 1998 and entering into force in 2002, and seated in The Hague, Netherlands. It prosecutes individuals, not states, for genocide, crimes against humanity, war crimes and the crime of aggression. Its jurisdiction is generally limited to crimes committed by nationals of, or on the territory of, states that are parties to the Rome Statute, or situations referred to it by the United Nations Security Council. It is distinct from the International Court of Justice, which handles disputes between states rather than prosecuting individuals.
