San Marino has no single codified constitution; its constitutional order rests on two instruments. The Leges Statutae, compiled in Latin by Camillo Bonelli and adopted on 8 October 1600, run to six books covering government institutions, courts, civil and criminal procedure, and property, and are considered the oldest constitution of any sovereign state still in force apart from England's Magna Carta of 1215, drawing on Roman customary law and Justinian's Corpus Juris Civilis. The Declaration of the Rights of Citizens, signed 12 July 1974 and amended in 2002 to create a Guarantors' Panel on the Constitutionality of Rules, sets out fundamental principles including a repudiation of war and guarantees of equality and universal suffrage. Medieval institutions such as the Council of the Sixty, carried forward from around 1300, remain part of the resulting constitutional framework.
