The Constitution of Montenegro was ratified by the Constitutional Parliament on 19 October 2007 by supermajority vote and proclaimed on 22 October 2007, replacing the constitution of 1992 that had governed the country as part of the union with Serbia. It defines Montenegro as a civic, democratic and environmentally sound state committed to social justice, recognizes Montenegrin as the official language alongside Serbian, Bosnian, Albanian and Croatian, and gives the Cyrillic and Latin scripts equal legal standing. The document limits the head of state to two five-year terms, requires ten years of residency within the preceding fifteen years to qualify for the presidency, guarantees separation of church and state, and identifies Montenegrins, Serbs, Bosniaks, Albanians, Muslims, Croats and other nationalities as equal citizens in its preamble.
