Cambodia's constitution was adopted by the Constituent Assembly on 21 September 1993 and signed into law by King Norodom Sihanouk three days later, drafted between June and September 1993 by an assembly elected under United Nations supervision in elections that saw the royalist FUNCINPEC party win 58 seats to the Cambodian People's Party's 51. It established a constitutional monarchy with a declaration of fundamental rights, including life, personal liberty, freedom of movement and religion, and periodic elections by universal suffrage, and it required a two-thirds legislative majority for certain measures, a threshold that favored the CPP despite its narrower seat count.
