Paraguay's constitution was adopted in 1992 during the country's transition to democracy after the 1989 coup that ended Alfredo Stroessner's 34-year dictatorship, replacing the authoritarian 1967 constitution. It introduced Paraguay's first meaningful system of checks and balances, limiting the president to a single non-renewable five-year term, ending the executive's former power to dissolve the legislature and control spending unilaterally, and giving Congress impeachment authority and budgetary oversight it had not previously held.
