Constitution of Luxembourg

The Constitution of Luxembourg was adopted on 17 October 1868 and remains in force today as the supreme law of the Grand Duchy, though extensively amended, most recently in 2025. It establishes Luxembourg as a democratic, free, independent and indivisible state headed by a constitutional monarch and governed by parliamentary democracy. A comprehensive revision was proposed in 2009 and a full draft completed in 2018, but that reform effort stalled when the majority party unexpectedly objected in its final phase; subsequent reform has instead proceeded through separate targeted constitutional proposals rather than a wholesale replacement, so the 1868 document itself, not a new text, remains the constitution in force.
