Kuwait's constitution was framed by a Constitutional Assembly between 1961 and 1962 and signed into law on 11 November 1962 by Emir Sheikh Abdullah Al-Salim Al-Sabah. Its 183 articles across five chapters establish a semi-constitutional monarchy combining presidential and parliamentary elements, with the Emir serving as both executive head and part of the legislature, sovereignty formally residing in the people, and Islam as the state religion with Islamic law a main source of legislation, while guaranteeing rights including liberty, equality before the law, and freedom of expression and the press. The constitution has been unconstitutionally suspended three times, in 1976, 1986 and May 2024, the most recent suspension affecting seven parliament-related articles for up to four years.
