Tom O'Higgins (1916-2003) was an Irish Fine Gael politician, barrister and judge who served as Chief Justice of Ireland from 1974 to 1985 after becoming a High Court judge in 1973. Born in Cork, he was a Teachta Dala from 1948 to 1969 and Minister for Health from 1954 to 1957, where he introduced Ireland's Voluntary Health Insurance Board, and he ran unsuccessfully for President of Ireland in 1966, narrowly losing to Eamon de Valera, and again in 1973. After retiring as Chief Justice in 1985 he served as a Judge of the European Court of Justice until 1991, and he died in Dublin in 2003.
