Muhammad Munir was the second Chief Justice of Pakistan, serving from 1954 to 1960 after earlier service as chief justice of the Lahore High Court. He is remembered chiefly for his use of the doctrine of necessity, most notably in Federation of Pakistan v Maulvi Tamizuddin Khan, where his ruling validated the dissolution of Pakistan's first Constituent Assembly, and again in 1958 when he used the same doctrine to validate a military coup, a legacy that drew lasting criticism for legitimizing extra-constitutional action. He also wrote From Jinnah to Zia, arguing that Muhammad Ali Jinnah had envisioned Pakistan as a secular state.
