Law of Bhutan

The law of Bhutan derives mainly from legislation and treaties, and it originates in the semi-theocratic Tsa Yig legal code, later influenced through the twentieth century by English common law as the kingdom modernized. The supreme law is the Constitution of 2008, under which legislation passes through a bicameral process requiring the assent of the National Assembly, the National Council, and the King, with the Supreme Court as the final authority on interpretation of the law. Laws enacted before the 2008 Constitution remain in force where they do not conflict with it, and much of Bhutanese law is premised on promoting Gross National Happiness, a founding principle of the Constitution. The law is enforced by the national police, established in 1965, while the Royal Court of Justice hears cases and interprets the law, supported by ministries and independent commissions that implement and regulate under it.
