Godard Busingye is a Ugandan legal scholar and retired senior military officer. He rose to the rank of brigadier general as Chief of Legal Services at Uganda's Ministry of Defence and Veteran Affairs and the Uganda People's Defence Force, retiring from that post in September 2024. He holds a doctorate in law from Makerere University and has served as an associate professor and professor at Kampala International University and as a lecturer at Uganda Christian University's Faculty of Law, working on land law, gender and armed conflict.
