Whitley Stokes (1830 to 1909) was an Irish lawyer born in Dublin who qualified as a barrister at the Inner Temple in 1855 before moving to India in 1862. Appointed legal member of the viceroy's council in 1877, he drafted the codes of civil and criminal procedure for British India and did much other codification work of the same kind, and from 1879 served as president of the commission on Indian law. He was made a Companion of the Order of the Star of India in 1887 and a Companion of the Order of the Indian Empire in 1889. After returning to London in 1881 he devoted much of his later life to Celtic philology, but his earlier legal career left a lasting mark on the statute law of British India.
