Suhartoyo was born on October 15, 1959 and is the Chief Justice of the Constitutional Court of Indonesia, a position he has held since November 2023. He ascended to the leadership of the Court following the demotion of Anwar Usman after the Courts Honorary Council found that Usman had committed ethical violations. Suhartoyo was chosen alongside I Dewa Gede Palguna by President Joko Widodo to join the Court in January 2015, replacing outgoing Justice Ahmad Fadlil Sumadi. A former judge of the Denpasar High Court, his appointment drew criticism from the Judicial Commission of Indonesia over his leniency in a Bank Indonesia liquidity scandal case he heard while serving on the South Jakarta District Court. Suhartoyo joined the majority of the Court in ruling that parts of the 2010 Clemency Law were unconstitutional, explaining that the laws attempt to limit clemency appeals to within one year of conviction conflicted with the Constitution of Indonesia.
