Sarath Nanda Silva served as the forty-first Chief Justice of Sri Lanka from September 1999 to June 2009, appointed by President Chandrika Kumaratunga after earlier serving as Attorney General from 1996 to 1999. He earned a master of laws degree from the University of Brussels and rose through the Sri Lankan legal service as Crown Counsel, Senior State Counsel and Deputy Solicitor-General before becoming President of the Court of Appeal in 1994. His appointment as Chief Justice drew public protest over concerns that more senior judges had been passed over, and the International Bar Association concluded in 2001 that Sri Lanka needed stronger judicial independence and safeguards against the office being abused, the same year an impeachment motion against him was restrained by his own court.
