Santi Romano (1875-1947) was an Italian public lawyer and judge born in Palermo, known for developing the institutional theory of law set out in his 1917 to 1918 work The Legal Order, which argued that law consists of a plurality of autonomous institutional orders beyond the state alone. He served as president of Italy Council of State from 1928 to 1944.
