Salwa El-Deghali

Salwa Fawzi El-Deghali is a Libyan academic who holds a Doctor of Philosophy in constitutional law and taught at the Academy of Graduate Studies in Benghazi. She served as a member of Libya's National Transitional Council, representing women and heading its Legal Advisory Committee in charge of legal affairs, one of only three women on the council and the only one publicly identified at the time. In that role she was responsible for investigating the crimes of mercenaries employed by Muammar Gaddafi and presenting evidence of his war crimes to the International Criminal Court, and for helping form a functioning transitional government and writing laws to be in effect during the transition period, while stating that writing a permanent constitution for the country would fall to an elected assembly rather than her committee.
