Philippe Kirsch, born 1 April 1947 in Namur, Belgium, is a Canadian lawyer who arrived in Canada in 1961 and built a career in international criminal and humanitarian law. He held senior Canadian diplomatic posts including deputy permanent representative to the United Nations and ambassador to Sweden, and played a central role in creating the International Criminal Court, chairing the Committee of the Whole at the 1998 Rome Diplomatic Conference and then the Preparatory Commission from 1999 to 2002. He served as the Court's first judge and first President from 2003 to 2009, and was appointed an Officer of the Order of Canada in 2009.
