William Philip Gramm, born July 8, 1942, is an American economist and politician who represented Texas in both chambers of the United States Congress. He began his political career as a Democrat before switching to the Republican Party in 1983, and was an unsuccessful candidate in the 1996 Republican presidential primaries against eventual nominee Bob Dole.
