United States Senator from Maryland from 1977 to 2007, and before that a member of the United States House of Representatives from 1971, where, on the House Judiciary Committee, he introduced the first article of impeachment against President Nixon in 1974. In 2002, following the Enron and WorldCom accounting scandals, he cosponsored with Ohio Representative Michael Oxley the Sarbanes-Oxley Act, which overhauled corporate financial reporting and auditor oversight in the United States.
