Prafullachandra Natwarlal Bhagwati was an Indian jurist who served as the seventeenth Chief Justice of India from 1985 to 1986. He is remembered as a founder of judicial activism in India, pioneering the doctrine of absolute liability and expanding public interest litigation so that any citizen could petition the courts on behalf of those unable to approach them directly. Before reaching the Supreme Court in 1973 he served as a judge and then chief justice of the Gujarat High Court, and during his Supreme Court tenure he authored 342 judgments. In 2007 he received the Padma Vibhushan, India's second highest civilian award, for his contributions to public affairs.
