Neil MacCormick (1941-2009) was a Scottish legal philosopher who served as Regius Professor of Public Law at the University of Edinburgh from 1972 to 2008 and as a Member of the European Parliament from 1999 to 2004. He developed an institutional theory of law, engaging the debate between H. L. A. Hart and Ronald Dworkin in Legal Reasoning and Legal Theory (1978) and examining constitutional pluralism in the European Union in Questioning Sovereignty (1999); he was knighted in 2001.
