Munci Kapani (1921 to 1993) was a Turkish legal scholar, politician and writer known for his work on public law, who earned his law degree from Ankara University and a doctorate from the University of Geneva in 1948 before becoming a professor of public law at Ankara University in 1964, specializing in constitutional and administrative law. He served as a member of the Constituent Assembly formed after the 1960 military coup and contributed to the Constitutional Commission that drafted the 1961 constitution of Turkey, and authored numerous works on public law, political science and human rights.
