Mikhail Andreevich Reisner (1868-1928) was a Russian and Soviet jurist, lawyer and social psychologist of Baltic German descent, born in the Vilna Governorate and based for much of his career in Petrograd and Moscow. He was the principal author of the Soviet Decree on the Separation of Church and State issued after the October Revolution, and as a professor at the University of Petrograd he helped develop the first Soviet constitution. He also founded the Communist Academy as an institution for Marxist social science and co-founded the Russian Psychoanalytical Society, and before the revolution he had argued for replacing authoritarian government with a system guaranteeing citizens' rights, including freedom of conscience and religion.
