Michael N. Schmitt

Michael N. Schmitt is an American scholar of international humanitarian law, the use of force and the law applicable to cyberspace, who holds the chair of Professor of Public International Law at the University of Reading. He also serves as the G. Norman Lieber Distinguished Scholar at the United States Military Academy at West Point and the Charles H. Stockton Distinguished Scholar in Residence at the United States Naval War College, and directs the Tallinn Manual 3.0 project on how international law applies to cyber operations. He served as a judge advocate in the United States Air Force from 1979 to 1999, chaired the Stockton Center for International Law at the Naval War College from 2011 to 2019, and has taught at the George C. Marshall European Center for Security Studies, Durham University and the University of Exeter.
