Joseph Bukera was a Burundian jurist born in 1932 in Muyaga, Ruyigi Province. He earned a liberal arts degree from the Official University of the Congo and Ruanda-Urundi in 1960 and a law degree from the Free University of Brussels in 1964. He served as Secretary of State for Justice, Surete and Immigration of Burundi in 1965, during which he headed the electoral commission overseeing the legislative election held that year, and later served as President of the Supreme Court of Burundi from February 1968 to October 1974. In January 1967 he acted as rapporteur at a meeting of the International Commission of Jurists in Dakar examining public opinion on the rule of law.
